The black-and-white, 3/4 portrait shows a smiling bearded. He wears thick, round glasses and a black wide-brimmed hat. He is dressed in tuxedo-like ensemble, including a bowtie, collared shirt, vest, and suit jacket, with a thick chain-like necklace on his chest and over his shoulders. There is a nametag or placard on his breast. In his hands he is holding a hammer or gavel with an engraved placard on it. Behind him is a hanging American flag, a wall with star-shaped designs, and the visible corner and edge of a frame. The image is glossy and dark in black and white, with more black tones throughout.
