This object is a framed photograph enclosure. The frame is a grey wood. There is a protective glass layer below. The mat paper forms a window and is grey in colour, with the interior border being trimmed in black. The mat also features a stylistic white rectangular border element between the edges of the image and the frame. The back of the enclosure features a brown backing paper. There are two anchor points in the back of the frame on either side located about two thirds up the frame. A wire for hanging spans across the anchor points. There is a piece of adhesive tape at the top of the back with the numeral 7 inscribed in pencil. Two additional pieces of adhesive tape are wound around portions of the wire near the sides. There are two circular polymer spacers on the bottom corners of the back.
The image on the front depicts six persons in business attire seated behind a long light tan podium. They are all directly facing the camera and are only visible from the midsection up. The individuals have blue placards with white text in front of them denoting their names and positions. The leftmost blue placard is only half in frame. Behind the persons are two standing flags at the left of the image and a portrait of Queen Elizabeth II at center which hangs on a white/cream wall. The image is signed in the bottom right in a gold ink. The signature reads "TOOMEY OTTAWA '91" with the O in Ottawa being stylized.
Below the image on the mat is a white piece of paper with text printed in black ink and a cursive script. The top row of text reads "Councillor" "Anton Wytenburg Mayor" "Councillor". The bottom row reads "Perce McKinley" "Wayne Beaton" "Paul Bradley" "1988-1991" "Ken Vaughn" "Ron Mahar".
On the backing paper on the back there is an imprint of a red ink stamp at the bottom center. The word "Stittsville" is depicted with the S overtop a stylistic element. The stamp reads "Stittsville PICTURE FRAMING & STUDIO GALLERY Main St. Box 392 Stittsville. Ont. K2S 1A5Context
