The items is a grey rectangular wooden framed color photograph with grey matboard. The colored photograph contains five council members seated at a wooden desk with dark blue name plates in front of each person. Seated from left to right in the image are the following individuals; Allan Ryan Councillor of Ward 2 Stittsville, Bob Miller Councillor of Ward 4 Richmond, center of the image sits Paul Bradley the Mayor, Steven Lewis Councillor of Ward 3 Rural, and Janet Stavinga Councillor of Ward 1 Stittsville. In the background of the photograph, hanging on the grey wall is a golden framed image of Queen Elizabeth. On the front of the matboard, long the bottom edge, is a silver rectangular name plate with cursive font of the signatures of the council members photographed in the image along with the years 1994 and 1997 in black bold font. The reversed side of the item has thin brown paper covering the backing of the frame. Along the top edge, in the middle of the frame is a piece of tape with the number nine written in black ink. On both sides of the frame are drilled screws attached to a thin metal wire that extends the width of the frame. In the bottom corners of the frame are small plastic buffers used to protect the frame from the wall surface it is hung from. Along the bottom edge, in the center of the frame, is a red stamp of the frames manufacture information.
