May be an adujstable clamp of some kind. Holding secured side fits palm and lettering is on horizontal plane have to far left a threaded screw which is adjusted by means of a knob. Threaded screw temonates in a small rod and cap. On same side as letteres are 2 threaded rods adjuste with butterflies. Threads screw in and out of a slot down middle of tool byut they seem to have not effect. One side reads: "Pat. Nov. 25, 1862 N. F. Stone Chicago"Collection
