2 similar tools; wood handles appear turned & shaped something like a bowling pin; both have metal collars where wood handle joins a metal neck; end of neck has small T section and on one end of the "T" cross arm is a wheel cutter.
Marks: metal collar on one is stamped "Burke & James/Chicago
Special function: pollibly used in a dark room for cutting sheet film, but only a guess at this time.
