a device shaped like a pair of pliers. It has two handles to squeeze. The top consists of an open slot, squeezing the handles closes the slot toa narrow hole. There is alson five teeth and one stud near the slot. Placed wire in slot, squeezed handles caught excess wire with a tooth. Did splicing by working the wire around from one tooth to the next in a ratchet like manner.. Splicer is in the original box.. Handle of tool stamped: Fogle Mfg. Co. Shelbyville, Ind. Pats.
