John Carroll called this artifact a "Mooring Marker"
Has braided metal connected to one side of the marker with 2 metal circles attached to it. Other side has 2 metal circles (possibly used to hold the marker) Peice of string attached to the braided metal chain.
Your mooring marker buoy must be yellow in colour and display the mooring number issued. The numbers/letters should be at least 50mm (2 inches) high and remain clearly visible at all times. We recommend that you use one of the commercially available buoys supplied by ship chandlers or mooring contractors

Few cracks. Deep gouge that has taken a peice of the wood chunk off. Metal is rusted. Large deep cut that runs from side to side.
