Directive to the Secretary of Sate of the United States. Executive Mansion, Washington, January 18th, 1895 I hereby authorize and direct the Secretary of State to cause the Seal of the United States to be affixed to "my ceremonial letter addressed to His Excellency Sanford B. Dole, President of the Republic of Hawaii" dated this day, and signed by me, and for so doing this shall be his warrant.
