Constructed 1915. A rare example of the Craftsman Cottage style in lower Charleston, this house was built by Clelia Perroneau Mathewes McGowan, a poet, humanitarian, and politician. In 1919 Mrs. McGowan was elected the first alderwoman in Charleston and thus became the first major female officeholder in South Carolina history. McGowan constructed the 2-story house with hipped roof and double, diamond-paned central windows on a raised basement on the former site of the Charleston Hydraulic Press, which had been pulled down a few years earlier. The building is set back from the street, in contrast to the tight placement of the houses on the other side of the alley.
Three files contain documentation of the easement on the property including related correspondence and Confirmation of Understanding; Part I certification (National Register); IRS form 8283; annual inspection reports, requests for alterations, and correspondence related to the management of the property; narrative history (undated, unattributed); newspaper articles about Clelia McGowan (see also Part I application); historical research notes; title to real estate (Allen Jervey to Clelia P. McGowan, 1914); photocopy of photograph (undated, unattributed).
