Constructed 1849; alterations 1930s-1940s. It is a three-story wood frame building with sloped metal roof that was built as a grocery store and private residence by John H. Hartz. In 1920, it became the first African-American bank in Charleston, known as The Peoples Federation Bank. The 1849 building was saved and rehabilitated through HCF's Neighborhood Impact Initiative.
Four files contain documentation of the easement on the property including plat (2004), related correspondence, mortgage subordination documents, quit-claim deeds, and titles; easement appraisal report; correspondence and other documentation related to the rehabilitation of the property; correspondence and other documentation related to the sale of the property; annual inspection report; photocopy of architectural drawings (attribution illegible, 2014); photocopy of recorded plat; National Register Preliminary Information Form containing architectural description and significance of property, photographs, chain-of-title, miscellaneous documentation related to the bank; newspaper articles (including 1972 DYKYC); photocopies of plats; historical research information about the People's Federation Bank (and "Negro banking") including biographical information about officers, photographs, excerpts from books, etc. (sources not indicated).
