SPRING.GEN.1Scope and Content
Spring Street today is called by a variety of names, including the Septima Clark Freeway, S.C. Hwy. 17, and the Crosstown. It stretches across the peninsula from the Cooper to the Ashley rivers and generally distinguishes The Neck from “downtown.” It is notorious for bringing Charleston commuters to a standstill, as
it tends to flood heavily when it rains.
