Constructed ca. 1815; rehabilitated 1980s, 1993. In 1814 the heir of the wealthy merchant Christopher Fitzsimmons sold a large property to the rising merchant James Ross, a Philadelphia native. The lot extended to East Bay Street until the 1980s. Ross's three-story stuccoed single house includes three bays on the street facade, a flared hipped roof, and a double-tiered piazza. A curious iron rail with sharp points surmounts the entry gates to the south of the residence. Ross acquired the adjoining shop at 40 State Street in 1839. This building was demolished by 1950. A large wing straddling the two lots attaches to the back of 38 State Street. The noted artists William Halsey and Corrie McCallum lived here for many years before a new owner transformed the property into condominiums in the 1980s. (Poston, Buildings of Charleston.)
