Formerly the location of late 18th century wooden tenements, the site of 4-38 Chalmers Street was purchased in 1816 by the owner of the adjacent property, Dr. William Wightman. Wightman left these properties to his free black daughter Jane Prevost (Wightman). Either she or her executor built this 2½-story brick house at 38 Chalmers Street as an investment ca. 1844, after which it was sold to Bernard O'Neill. His descendant, Charleston artist Elizabeth O'Neill Verner, sold the residence to Miss Laura Bragg, who came to Charleston in 1927 as the director of the Charleston Museum and later founded the Charleston Free Library.
