In 1997, Katherine Saunders Pemberton (HCF) was contacted by a Johns Island resident who informed her that there was bulldozing in progress at Johns Island's Charleston Executive Airport as ordered by the FAA for runway clearance of tree lines. The bulldozers were "bashing into" the Civil War bastioned earth fortification Fort Trenholm, a historical site listed on the National Register of Historic Places, and threatened to impact the site of the Bosomworth Plantation ruins that included the remains of a colonial tabby house. HCF intervened under the leadership of Ms. Pemberton, initiating a Section 106 review by the State Historic Preservation Office and the execution of a Memorandum of Agreement requiring the FAA to survey the area and study Fort Trenholm. The resulting report is entitled "Mitigation Report Concerning Part of Fort Trenholm and Other Sites for the Far Part 77 Imaginary Surfaces Obstruction Clearance Project at Charleston Executive Airport" (2001).

File 1: Contains documentation of related to the creation of the Memorandum of Agreement including notes, correspondence, Memorandum of Agreement (draft), newspaper articles, and South Carolina Statewide Survey Form for Bosomworth Plantation Ruins.
File 2: Contains two copies of plat "Obstruction Clearing and Fencing, Charleston Executive Airport: General Layout & Phasing" (Delta Airport Consultants, Inc., May 1997).
