Victorian era motto sampler. "God is our Refuge and Strength" embroidered in blue and brown thread. There is other embroidery in various colors around the text. Appears to have some water damage in the top right. The frame is gold and brown.
Perforated paper needlework was popular from 1860-1900. The paper came stamped with the design so someone could just follow the template.
