A single undated newspaper clipping is glued to page 146, clipped from an unknown newspaper, with the headline "Wants Each Child a Healthy Officer." It continues with "'Every child in the State a public health officer.' This is the slogan of Dr. Dorothy Child, 5023 McKean av., new chief of the Child Welfare Division of the State Board of Health. She outlined a policy of the square deal today in discussing her hopes to bring all State welfare agencies together in co-operative effort to safeguard the health and lives of the children. She was 'godmother to a thousand French waifs.' Now she aims to be 'godmother to the children of Pennsylvania.' To back courts and isolated farms she hopes to carry the message of 'a square deal for the baby.'" Includes a photograph of Dr. Child.
