This is a stamping of the New York City Provincial seal within an oval shaped boundary: at the top is the Royal crown with a cross; at the middle is a shield with flat top and curving sides and bottom; below the shield are two lines of print "NEW YORK" over "IV PENCE"; in the central shield is a windmill( representing early industry); between the windmill arms at top and bottom are beavers( representing the symbol of the Dutch West India Co.); between the windmill arms left and right are barrels( representing trade); below the tax seal stamping is a bit of handwriting (in script) on the document "of Mr. Hic".

Notes
Remarks: The embossing of the paper did not leave a very sharp boundary line all
the way around the oval shape. There is a dark brown soil stain stripe of
about 1/8" in width running through the crown, two blades of the windmill,
and along 5/16" of the oval edge.
