Oscar Dosch Gilbert [b.1850 - d.1936] served as Mayor of Westminster, President of the Farmers and Mechanics Bank, President of the Westminster Merchants and Manufacturers Association, President of the Maryland State Firemen's Association, member - Westminster Fire Department. Member of St. Paul's Evangelical and Reformed Church. Donor is Gilbert's great-grandson.
