Luther Oliver Eckard (d. 1940) was a paperhanger, operating his own business out of his home at 63 Pennsylvania Avenue in Westminster. Before their marriage, Luther, who lived in Tyrone, and his wife, Rachel R. Stonesifer, from Westminster, corresponded for many years. The Eckards had two daughters, Caroline Elizabeth (b.. 1915, d. 1977), and Loretta (b. 1917, d. 1925, of scarlet fever) and adopted another, Ruth Ellen (b. 1928), after her mother died of influenza. Luther Eckard was also on the Consistry of Baust Emmanuel Lutheran Church in the 1930s. After Luther Eckard's death, the family moved to another house on Littlestown Pike. The donor, Mrs. Richard (Ruth Ellen Eckard) Bollinger is the daughter of Luther and Rachel Eckard.
