Suspended from ribbon is medallion; front has picture of Charles Phelps; marked "GEN. CHARLES E. PHELPS 7TH REGT. MARYLAND VOL. INFTY. 2ND BRIGADE - 2ND DIV. - 5TH ARMY CORPS."
