Context

Publisher Matthias Bartgis (1756-1825) was born in Lancaster, Pennsylvania as the son of German immigrants, briefly serving in the Revolutionary War himself in addition to establishing himself as a printer in Frederick in 1778. He printed newspapers in German and English, helping inform German-speaking populations about Revolutionary ideals, and printed the Constitution of the United States for the Maryland State Assembly in 1787. In this publication, Bartgis adds an address "To the Public", in which he explains his reasoning for publishing this comprehensive source as "something calculated to keep alive the spirit of '75 and '76, which actuated the defenders of our country in that critical period which 'tried men's souls'".
