Caption "A short freight headed south at the Madison Street crossing in Waukegan, Illinois. Engine 1468, a class Z Consolidation was built by Schenectady in November of 1909. The cars in this train are of all-wood construction indicating the era to be prior to World War I. The street crossing is apparently protected by two watchmen; a high level watchman evidently alerts a low level watchman with bell when trains approach. Date unknown."
