The 400, later Twin Cities 400 train ended in 1963 on the Chicago & North Western. (Wiki). This is locomotive 400, but not **train** 400.
Inverted "Y" train order signal shown.C&NW employee timetable No, 7 of January 1, 1985, shows Lake Forest was still a train order station while employee timetable No 8 of April 27, 1986 shows Lake Forest was not a train order station. Train order status removed in this period and therefore photograph cannot be later than April 27, 1986.
A similar photo is captioned: "On April 11, 1983, the spring inspection business car train passed through St James, [MN] with F7A No. 400 in the lead, a second F7, and three business cars. Each spring and fall, the president [of the C&NW], senior vice-president-operations, and vice president-transportation would each tour a portion of the railroad with division and engineering staff. One of the primary purposes of the inspection trips was to view the physical plant and establish priorities for maintenance and capital spending."
