written on back of photo by Eleanor Boyne-President Theodore Roosevelt and Captain William A. Moffett on what appears to be a reviewing stand. According to my notes, President Roosevelt visited Great Lakes in September 1917. A "review" in early days consisted of several bands totaling 1500 musicians marching by; followed by battalions of four companies (in their singing squares formation with a hollow center) with a band in the middle of each battalion. The men would sing as they came past the reviewing stand. The first five Commandants were Captains, although Ross made Rear Admiral in the billet. Moffett became the Air Admiral when the Bureau of Aeronautics was formally established in 1921.
