The view is looking southeast at the north side of the Pier 3. A shape-up scene, characterized as the "chits" fly, the longshoremen characters have just gathered metal tokens that were thrown to the ground by the foreman. (The tokens were handed in to the foreman for a dock job for that day as is happening in the right background.) Brando is holding chit out of Saint's reach.
