Location not indicated, but a partially legible sign is painted on the building behind him. Holographic ballpoint ink identification on the reverse: Maj. Jackie Phillips, OLG, 1943, Later Mayor Lawrence Harbor, NJ. Earlier pencil notation obscured by remains of album mount.
Phillips is in a white uniform. According to notes Holly Metz made regarding this picture, the building in the right background is the American Pencil Company.
