The Public Service Commission was a New York State agency. The modifications were essentially an updated requirement (from an intial document of 1905) for the railroad to submit statement of costs for the Manhattan tunnels that were already built and in operation.
The document discusses plans, conditions and terms for the extension of the H&M tunnels and stations from 33rd Street and Sixth Avenue in New York to Grand Central Terminal at 42nd St. and Madison Avenue.
