As found printed on page [8]: Hoboken New Jersey 1855-1955, Souvenir booklet from Hoboken Centennial. cf. archive catalog 2001.022.0005. Per caption: the federal government turned the piers over to Hoboken during the administration of Mayor Fred M. DeSapio (1947-1953). The city then leased the piers to the Port Authority.
Not credited, but original image is probably from the Historical Picture Collections of the Hoboken Public Library.
