Gentlemen:-
At my request Mr. Edward Russ, President, Commission of Public Instructions engaged a Consulting Engineer to go over the plans and specifications of the different heating and ventilating apparatus. I enclose herein his report so that you can be guided in your opinion and that the City can get the very best system.
