PM; with reception and tour of facility. Cover has depiction of a sewer manhole cover, a commemorative metal paperweight. Back cover has a black-and-white architects rendering of of a view (looking southeast) of the building (the former Lackawanna Railroad records building still extant is seen to the left.)
