Accident occurred on a slight fill, in a cut about 4 feet deep; on one side it was a cut and on the other side it was natural ground. The water was running between track and cut on the right side coming south, and was from two to three feet ; was the lowest place, seemed to cut through and the water seemed to be running on each side towards a common point, which was the lowest place. Water had cut under the ties. The washout was the cause of the accident. Rain and fog made conditions for visual viewing limited.
The loss of life of the employees and live stock was an accident caused by nature.
