From the set of tools belonging to and well-used by Frederick A Lee, master mason of Islesboro during the first half of the 20th century. See book "Summer Cottages of Islesboro" p. 119. This brush is probably the end of a floor brush, sawed off to 6" length, rounded wood top, 1.5" bristles well-worn. It was certainly used for brushing mortar, perhaps to clean off bricks or stones, or to brush on stucco.
