In making this report to you of the health of our community for the past 12 months, I will first bring to your attention some of the conditions under which the Health Department has operated. There have been 4 executive heads of this Department during the year. Dr. Terry ... left about January 15th to take up work as Health Editor of the Delinerator magazine. For the month of February, Dr. McKay acted as head and was succeeded in March by Dr. Dobbs who served ... until July which time I assumed office under your honorable body.Dr. William W. MacDonnell, City Health Officer.
Selected contents: Smallpox and vaccination enforcment for children entering school -- Cases of diptheria -- scarlet fever cases -- Measles (most prevalent communicable disease) and german measles -- Pneumonia now a reportable disease for the 1st time -- Typhoid fever cases most in First Ward where there are less earth closets and stables than any other -- Fly-proof privies in operation for 7 years -- Need 100% sewered city -- Tuberculois cases leading cause of death with black deaths 3 times more numerous as white deaths -- Infant mortality cases increased -- Need more sanitary inspectors and 1 more nurse.
Report of Supervisor of Nurses, Susan Voorhees, R.N. selected contents: Infant welfare work listing new born babies and visiting 1x a month until 2 years old -- Had to make special visits to investigate birth certificates to get correct data for Health Department -- Medical examination of school children -- Need at least 2 more nurses with salary increase -- Table of annual report of school work for Districts 1-4 -- Black school report for Districts A-D.
Report of City Meat Inspector, Dr. Mahaffey, selected contents: Table of farm killed animals inspected broken down by month and type of animal.
Report of Chief Sanitary Inspector, D. C. Floyd selected contents: Report of Earth Closets and Sewer Connections showing decrease in number of earth closets and new sewer connections -- House fly important part of fight and cow stables and dump piles watched closely -- Mosquito given special attention -- All restaurants, cafes and hotels inspected monthly -- Men on oil wagons keeping mosquitoes down -- Municipal court judge, Anderson, helps to enforce violations.
