Social and environmental goals, which set the guidelines for study activities, are established early in the report. Adverse environmental conditions are identified within the neighborhoods as an indication of the seriousness and extent of community wide problems. There are many black and white photographs included from each of the geographic areas showing various problems. Selected information: Urban core is the most densely populated. Plagued with substandard housing, deteriorated commercial facilities, poor environmental conditions, etc. and is in the greatest need of constructive change. Selected streets noted include Franklin, Phoenix, Evergreen. Selected information :Suburban west ranks second to the Urban Core in the occurrence of substandard housing and social blight. Selected streets include Post and King, Phyllis and King, and Gilmore and Herman. Selected information: Suburban Southwest contains some of the city's older, more attractive residential areas. It ranks third in population. Selected streets include: Arden, Roosevelt and Merrimac, Cahoon. Selected information: Suburban Southeast has some of the best residential development. Areas of deprivation, however, can be found in portions. 6% of the residences are considered substandard. Selected streets include: Inwood Terrace, Wright and St. Augustine, and Rosetree Street. Selected information: Suburban East: This was the fastest-growing area during the 1960-1968 period. Overall quality is good except for 2 neighborhoods. Selected streets include: Wilmin, Acme and Dairy, Bowland Road, and Cesery Boulevard. Selected information: Outlying East: This area is rural in character. Nearly 70% of the land is undeveloped. 8% of the structures are substandard. Tremendous growth is expected. Selected streets include: Lee Street, Lone Star, Jackson Street, Jorick. Selected information : Suburban North: This area has an abundance of waterfront area. It is situated along 3 rivers and 2 creeks. Overall residential quality is good. Gateway Shopping Center is the main commercial enterprise. Selected streets include: Talleyrand, Carlton, Castellano and Helena, Clyde. Selected information : Outlying North: This small area lies just North of the Trout River. Two subdivisions, Highlands and San Mateo, and industrial development such as the Imeson Airport are located here. Selected streets include: Clark and I-95, Ford, Monaco and Pheasant. Selected information : Beaches: This area consists of Jacksonville Beach, Neptune Beach, and Atlantic Beach. Selected streets include: Beach Boulevard, 15th Street South,18th Avenue North, Tanglewood, George and Church. Statistical tables are listed by each area and include 1960 population, 1968 population, percent Black, number of residences in 1960 and in 1968, then number sub-standard, percent Black in sub-standard housing, median income for White, median income for Black, size of family for each group
