This study provides an historical analysis of minority and woman-owned business enterprises(M/WBE) formation, and an analysis of barriers to M/WBE formation. Volume 2 is organized into 3 chapters. Chapter 1: Historical and sociological review of discrimination in the city of Jacksonville, Florida and Duval County. Chapter 2: Managers survey. Chapter 3: Small business certification and public agency report.

Selected information: Jacksonville and Duval County during slavery (In 1850 about 513 African Americans in Duval County representing about half of the population in county but only 18 free. They were all manual laborers. In 1860, there were over 1,000 Blacks, most enslaved. By 1870 the Black population outnumbered the Caucasian population for 1st time since 1830).
