Basic components of the housing system are pointed out: housing supply, needs, tenure, development controls, the market system, housing finance, and management. The first three plus exogenous factors affecting housing are discussed. Coverd in particular are the quality of the housing stock and new production in Jacksonville in 1969. Principal reccomendations are for a few definitive housing policy for the city with appropriate developmental controls; a market analysis which would show needed allocation of houseing by type, price, and geographic location; a study of the tax structure; support for Operation Breakthrough; and attention to housing for Navy families. The update requirements call for continuing housing reporting.
