Written under contract from the city of Jacksonville, Fla., according to the funding requirements of the Heritage Conservation and Recreation Service for the Urban Parks and Recreation Recovery Act.
In the fall of 1979, the City of Jacksonville entered into a contract with the consulting firm of Hartzog, Lader & Richards, Inc. to produce a comprehensive Leisure Services Plan, drawing on all of the City's previous studies in the field of utilizing earlier findings whenever appropriate. Further, the new master plan was to be realistic in terms of the City's ability to pay both initial development costs as well as on-going maintenance expenses. In short, the master plan was to be a practical guide that would respond to the City's readily apparent need with a keen eye toward the future.
In the spring of 1980, the scope of work was changed, responding to potential funding opportunities through the Department of Interior's Urban Parks and Recreation Recovery Act (Title X of P.L. 95-625) administered by its Heritage, Conservation and Recreation Service (HCRS). As a result, a final plan was to be organized and written according to the requirements and format as indicated in the Federal Register for a Recovery Action Plan- the necessary five-year plan required to be submitted and accepted by HCRS before the agency would consider a city's grant application.
This study, therefore, presents the Jacksonville Leisure Services Recovery Action Plan, to be used in whole or in part, with subsequent adaptation by the City, when necessary, in the City's efforts to improve its delivery of services to all constituents with its jurisdiction.Collection
