"The City decided that it would embark upon a course of action that would provide for the transfer of the subject properties to the Jacksonville Police and Fire Pension Fund, whereupon the Fund would administer the renovation of the subject parcels and place such assets within the real estate portfolio of the Fund. The legislation stipulated that the Fund would issue a "Comprehensive Report"."
