The first three reports contain summaries of accomplishments and improvements but all of the writers express frustration. The housing for the museum is described by a visitor as "primitive" in one account. The budget, despite expanded programs and visitors, compares unfavorably with that of museums in Charlotte, NC, which has nearly the same population as Jacksonville.Collection
