Letter dated January 6, 1885, from O. P. G. Clarke, Commissioner, Department of the Interior, Pension Office, Washington, D.C., to Emanuel Lucas, with a copy to Hon. W. L. Wilson, representative in U. S. House of Representatives from Emanuel Lucas's Congressional district. Clarke rejected Lucas's May 4, 1883, claim for a pension because of a lack of evidence of his alleged hernia during his service. Lucas, an African American, served in Company B, 1st Regiment, D. C. Colored Volunteers. According to the 1880 U. S. Census, he was born about 1835 and lived at the time of the census on George Street in Charles Town with his family. Additional information in Media.
