Programs for Melvin N. Frazier Declamatory Prize Contest at Storer College, dating from 1920 to 1943 (1st through 21st). No program for 1942. 1943 is not given a number like the others were. Programs are pasted chronologically (except for 1939 which is out of order) in the book "Report of the Commissioner of Navigation: Treasury Department 1884." "Melvin N. Frazier" written on spine of book. Winners are marked on many of the programs. On the last page and inside back cover is a list of debate winners from 1950 to 1953. Storer College was the first West Virginia college open to African Americans.
