According to historian Doug Perks, Leonard Harbaugh (1748-1822) was from York County, PA, and son of an emigrant from Otterberg, Germany. He was a builder, carpenter and designer. In 1792 he moved to Washington D.C. and represented Maryland in submission designs for the US Capitol and President's house.
