Copy received by the Kaho'olawe Island Reserve Commission on 7 February 1997. This copy was attached to KIRC testimony regarding Senate Resolution No. 14 in 1997. "Based on its review of information submitted by the Navy concerning subcontract awards to Native Hawaiian-owned firms under prior contracts, the Department of Justice believed that Native Hawaiian-owned firms would receive a fair share of subcontract awards for the current clean-up effort without a special preference."
