Testimony of R. Keoni Fairbanks, Executive Director of the Kaho'olawe Island Reserve Commission On H.B. No. 2110-Relating to Kaho'olawe Island Reserve Before the House Committee on Judiciary and Hawaiian Affairs. The KIRC requested that the task force be attached to the KIRC instead of the Department of Land and Natural Resources and be formed upon the adoption of the bill. It also requested that amendments to HRS (Hawaii Revised Statutes) 662 become effective only when the Navy transfers control of access to the State. Excerpt: "The Kaho'olawe Island supports this bill insofar as it allows for increased public safety from unexploded ordance related accidents and aids in fulfilling the KIRC's statutory obligation to provide for cultural, education, and environmental restoration activities in the Kaho'olawe Island Reserve."
