Visible at the far left of the image, from left to right, are an unknown woman and the woman wearing the Miss Thurston County sash. Several spectators are partially visible in the image foreground facing away from the camera. Image 23 shows Mr. Brown speaking from the podium. His hands are clasped in front of him. The woman in the sash is visible at the far left of the image. A female spectator is visible from the waist up in the bottom-right corner of the image. She is wearing a coat and a plastic hood. Image 24 is very similar to image 22, but here the man in the blazer with the small plaid pattern shaking hands with Mr. Brown. Image 25 is very similar tot he previous image, but here Mr. Brown is shaking hands with a man with straight hair cut similar to a bowl cut, and a mustache. Image 26 shows the spectators watching the ceremony. Approximately 15 spectators are visible. Most appear to be older people. A McDonald's restaurant is visible in the background. Image 27 shows Karen Fraser adjusting the microphone at the podium. Standing to the right of Ms. Fraser is Mark Brown. The woman in the sash and the unknown woman standing next to her are visible at the far left of the image. Image 28 shows Ms. Fraser speaking into the microphone. Mr. Brown is standing to the right of Ms. Fraser. The left side of the top of a person's head is visible in the bottom-right corner of the image. Image 29 shows a woman with long, curly hair standing at the podium and speaking into a microphone in her hand. She is wearing a blazer with a ribbon on it. The woman in the sash is at the far left of the image. Two men are standing at the far right of the image. One is facing away from the spectators. Image 30 shows, a group of five people watching a flag being raised or lowered of a flag pole. The flag itself is not visible in the image. From left to right, the people are: Karen Fraser, the woman in the sash, two unknown men in blazers and ties, and Mark Brown. There is a large bow attached to the flag pole. The unknown man standing to the left of Mark Brown is manipulating the cord to raise/lower the flag. Image 31 shows only the ribbon on the flag pole. Image 32 shows the same unknown woman speaking into the microphone as seen in image 29. To the right of this unknown woman is another unknown person in a coat over a turtleneck sweater. To the right of this person is the man with the bowl cut-like haircut and mustache.
Printed at intervals along one long edge of each of these strips is "KODAK SAFETY FILM 5063."
The Lacey Civic Plaza was completed in 1978. The fact that Mark Brown appears to be serving as the master of ceremonies for this event suggests that it took place after he became Lacey's mayor in December 1980.
