At the time the photo was shot Dixie was the assistant secretary of state for oceans and international environment and scientific affairs. She had previously served as chair of the Atomic Energy Commission and head of the Pacific Science Center (Seattle). A year after the photo was taken she was a candidate for state governor, a seat she held from 1977-1980.
