The man in the center has dark hair and is wearing a dark suit over a white shirt and dark tie. He is holding a framed citation with a seal and writing , part of which says "Veterans of Foreign Wars". The man on the right has on a hat over dark hair. He has on a dark suit over a white shirt and patterned tie. His hat has printed on it "All-State Team 1972-74 Post Commanders. On the wall behind the men are framed photos and a framed document. Curtains are visible on the left. There is a white border on all sides. On the back in pencil is "Ralph Robwedder, National Council Member Veterans of Foreign Wars presenting Citation to Ernest Dennis, Chief of Tumwater Police Dept. Bill Kane, Law & Order Chairman for Post 318 vfw of Olympia Lacey Leader". A stamp in black ink says "R. E. Jenkins". Over the pencil writing is, in green ink, "80 [crossed out] 88%". This image was probably published in the Lacey Leader newspaper.
