From left to right; Delphia Tolbert, Janie Carroll, Gale Douglas, Elizabeth Webb, Connie Swanson, Frances Lindviet, -----, Ruth Barrow, Susie Miller, Clyde Passmore Dyson, with John Elder, Lake Jackson's second city manager. John Elder served as city manager from July of 1949 until a few months before his death in the fall of 1954.
