Burma government led to the passage of the Mass Education Council Act a short ten months after independence. The program, under this Act, calls for the education of the Burmese people, no only in the civic duties but also in teaching of the "Three R's" : health, hygiene, better agricultural methods, vocational training and allied subjects.
