This has been ID'd as Louisa Jackson Ware, Daughter of John R. and Matilda Jackson. Photo was printed in the Chehalis Advocate Newspaper, January 1938. Flag is from 1853 and still exists at WA State Historical Society, Tacoma WA. Louisa Jackson Ware was visiting the Jackson Courthouse and home of Matilda Jackson, her grandmother.
